2.1 Internal Reforms

DSU Notes

  1. The internal structures of DSU

DSU Believes

  1. That they do not function effectively and should be changed.
  2. That there are non-Executive Officers who have no real role: Birzeit Officer, International Officer, Student Union Liaison Officer, Environmental Issues Officer
  3. That there is not enough collegiate participation in DSU
  4. That DSU Exec, supposedly the senior committee of DSU, lacks popular authority and thus fails to be effective.
  5. That student welfare has suffered in recent years because of Execs inability to command respect for its actions.
  6. That collegiate participation in DSU should be increased, and the welfare work of DSU strengthened.

DSU Concludes

  1. That this should be done by abolishing DSU Executive Committee and JCR liaison committee and replacing them with a DSU welfare Executive and a Joint committee of DSU and the Colleges.
  2. That the welfare function of the old executive should be transferred to a welfare executive who should have power and remit over welfare functions.
  3. That all affairs not obviously of a welfare and educational nature (e.g. voluntary membership, the ability to call emergency UGMs and Councils) should be transferred to a joint committee of DSU and the colleges.

DSU Further Notes

  1. That these reforms do not detract from the important consultative role played by Senior men and women.

DSU Resolves

  1. To create a joint committee of DSU and the colleges to be made up of the following people -
    The four sabbaticals
    The Chair of the Welfare Exec
    A senior DSU rep from each college
    The secretary of DSU
  2. To create a welfare executive committee to be made up of the following people -
    DSU President
    DSU Treasurer
    DSU Education and Welfare Officer
    Equal Opportunities Officer - gender
    Academic Affairs Officer
    Lesbian, Gay and Bisexual Officer
    Race Awareness Officer
    Postgraduate Affairs Officer
    Livers Out Officer
    The secretary of DSU
  3. To abolish the posts of Campaigns Officer, Communications officer and welfare affairs officer
  4. To place the societies officer on finance committee and still have them report to council.
  5. To make both new committees accountable to council as committees.
  6. To make all individuals accountable to council as individuals apart from senior reps who will be accountable to their JCRs
  7. To give the right to council to suspend senior DSU reps from the joint committee for a set period of time (not exceeding one term) thus suspending their executive powers. NB senior DSU reps cannot be censured or no-confidenced by council.

DSU Further Resolves

  1. To enact these reforms by making the following changes

B3: 'college people' / 'DSU people' - killing the perception of division would help, not passing motions that reinforce the perception.

FN1: I guess some members of that committee were being suspicious.

R2: Firstly, what's the Treasurer doing here? Secondly, note the name of the Women's Officer. Perhaps that option should be added to any motion to rename it...

R3: Well, that worked, didn't it...

R6: Horribly badly scoped all, but at least the actual SO changes didn't duplicate it.
